On this page
The University of Pavia is one of the cheapest strong universities in Italy for international students: under its 2026/27 Fees Regulation, non-EU citizens of Bracket 1 countries pay a flat €390 a year, and that bracket includes Pakistan, India, Bangladesh, Nigeria, Egypt and Afghanistan.
Pavia has also already published its official 2027/28 application calendar, so you can plan now. Below you will find the fees by country group, English-taught programs, entry requirements, the 2027/28 deadlines and a step-by-step application plan.
Why Pavia is great value
- Predictable fees: non-EU students who do not submit foreign income documents are placed in a flat-rate bracket based on their citizenship. No Italian ISEE is needed.
- Locked-in price: the bracket chosen at enrolment stays the same for the normal length of your course plus one year. If the World Bank later moves your country to a lower bracket, you can ask for the update.
- Early and clear calendar: the 2027/28 calls are published, with results dates, so you know exactly when you will hear back.
- Strong English offer in science, engineering and economics, plus English-taught Medicine (the Harvey course).
University of Pavia tuition fees for non-EU students
Annex 3 of the 2026/27 Fees Regulation sets three flat-rate brackets, based on the World Bank classification (fiscal year 2025). Humanities and science programs can cost differently in Brackets 2 and 3.
| Bracket | Example countries | Humanities | Science |
|---|---|---|---|
| Bracket 1 | Afghanistan, Pakistan, India, Bangladesh, Nigeria, Egypt, Nepal, Ghana, Kenya | €390 | €390 |
| Bracket 2 | Iran, Turkey, China, Indonesia, Iraq, Algeria, Brazil | €1,020 | €1,520 |
| Bracket 3 | United States, Canada, Saudi Arabia, UAE, Japan | €3,550 | €4,550 |
In Bracket 1 the €390 is split into four instalments: €146 at enrolment, then €81 (by 10 December 2026), €81 (by 4 February 2027) and €82 (by 15 April 2027). You can opt out of the flat rate each year and instead ask for an income-based calculation by submitting your family's documents, or apply for benefits through EDiSU, the regional right-to-study body.
Check your bracket
The full country list is in Annex 3 of the Fees Regulation. With two non-EU citizenships, the bracket follows the citizenship on which your entry visa is issued.
English-taught programs at Pavia

- Bachelor's: Artificial Intelligence (joint degree), Physical Sciences for Innovative Technologies, Social Sciences for Global Challenges.
- Master's: Computer Engineering, Electronic Engineering, Electrical Engineering, Industrial Automation Engineering, Finance, International Business and Entrepreneurship, World Politics and International Relations, Molecular Biology and Genetics, Neurobiology, Agri-Food Sustainability.

Admission requirements
- Bachelor's: a secondary diploma after at least 12 years of schooling, with at least 2 years in the same school program, plus your country's national entrance exam if it is required there. With fewer than 12 years you can take Pavia's Foundation Year.
- Master's: a bachelor's degree of at least 3 years, plus program-specific background; country-specific grade rules may apply.
- English: at least B2 for English-taught programs; exemptions are listed per program on apply.unipv.eu.
- Documents: passport, diploma and transcript in English, Spanish or French (or officially translated into Italian), CV and motivation letter if requested, and verified documents (CIMEA or Declaration of Value) at enrolment.
- Restricted programs: English-taught Medicine and Surgery has a selective entry test with its own call.
Applying from Afghanistan
Pavia's country-specific list asks Afghan bachelor's applicants for the 12th grade certificate (Bacalauria) and the Kankor entrance exam certificate; master's applicants need a 4-year Afghan bachelor's degree. Afghan citizens pay the Bracket 1 fee of €390 a year unless they choose income-based fees. The Italian Embassy for Afghanistan (relocated to Doha) does not issue visas, so you must apply where you legally reside.
Official 2027/28 deadlines
These are Pavia's published dates for the 2027/28 intake (non-restricted bachelor's and master's programs). The €35 fee must be paid before each deadline.
| Call | Application window | Results |
|---|---|---|
| 1st call (recommended for visa applicants) | 12–18 Nov 2026 | 18 Dec 2026 |
| 2nd call (if seats remain) | 12–20 Jan 2027 | 25 Feb 2027 |
| 3rd call (non-EU abroad only if places remain) | 12–22 Mar 2027 | 30 Apr 2027 |
Short windows, capped seats
Each call is open for only about a week, and non-EU seats are capped per program. Pavia's calendar gives 24 May 2027 as the deadline for the visa application step from the Universitaly portal, which is earlier than the national 31 October 2027 limit.
Scholarships
The main option is the regional scholarship and housing call run by EDiSU Pavia, which is open to Italian and international students who meet income and merit requirements. If you apply to EDiSU, you leave the flat-rate regime and your fee is calculated from your documents. Read our guide to scholarships in Italy for national options such as the Italian government (MAECI) call.
Living in Pavia
Pavia is a small university town in Lombardy, close to Milan. For the visa you must show at least €10,179.85 per year in traceable funds (the 2026/27 and 2027/28 figure), plus real accommodation: a dorm application alone is not accepted. Health cover is required for the residence permit, either voluntary national health service registration (€700 per calendar year, per Universitaly) or valid private insurance. See cost of studying in Italy for a full budget.
